I have represented St Clement's ward on Oxford City Council since May 2014. I also serve as City Executive Board member for Community Safety. As Board member, I prioritise community safety issues, including violence against women and girls, organised crime, extremism, hate crime, and anti-social behaviour.

Tom is Head of External Relations at Restore, a mental health charity in East Oxford, providing recovery and coaching while tackling stigma associated with mental health.

Tom is an active member of UNISON, USDAW, and the Co-operative Party

Until March 2017, he served as Oxfam GB’s Head of UK Campaigns. In this role, he led UK campaigns to end UK arms sales to Saudi Arabia causing humanitarian suffering in Yemen, eliminate UK tax havens that deprive developing countries of much-needed tax receipts, and strengthen support for refugees fleeing conflict and violence worldwide.

Tom has been a campaigner for the disability charity Scope, an immigration caseworker and environmental adviser to Rt Hon Andrew Smith MP, and served as vice-chair of this City Council’s Scrutiny committee for three consecutive years until May 2017. He has served on the Scrutiny’s committee’s Finance Panel and chaired a major review of the extent to which the Council’s workforce looks like the city it serves, coming up with 22 recommendations for improving the equality and diversity of the City Council.
