People who rent from a private landlord are at the sharp end of the housing crisis, and the number of renters in this sector has risen rapidly since 2010, to more than 11 million today. We will introduce year one legislation with new rights across the board for private renters.

 We will introduce a cap on rent rises linked to inflation to stop runaway rental costs. For urban areas where the pressure of high rents is most acute, we will invite submissions from local leaders for additional rent controls for their area to make renting a home more affordable.

We will give renters the security they need to make their rented housing a home, with new open-ended tenancies with tightly specified grounds for termination. We will enforce new minimum standards so that every property is brought up to an acceptable standard, including tougher sanctions for landlords who flout the rules.
